This intiates the object.

It takes a hash reference with one key. One key is required and
that is 'cidrs', which is a array of CIDRs to match against.

Net::CIDR::cidrvalidate is used to validate the CIDRs.

Atleast one CIDR must be present.

If the new method fails, it dies.
